Hi,

Nowhere standard no, as there is no standard that can express the required
recurrence rules properly. The closest were using ics and relying on manual
updates each year...

Mozilla did have an effort at
https://www.mozilla.org/en-US/projects/calendar/holidays/ but is horribly
outdated.

KDE has a (horrible) custom file format and library
https://community.kde.org/KDE_PIM/KHolidays and at one time plans to
standradise a file format and rule the world (disclosure: I was co-author).

If you're happy to pay, then https://www.timeanddate.com/holidays/ or
similar is probably your best bet for reliable feeds and an api.

Google also now shows me https://www.officeholidays.com/ics/index.php, but
I haven't looked further.

These days, I'd also suggest looking at Wikidata to see if they're doing
anything.
