As a point of interest, the spec actually says the behaviour in this
case is undefined[1]:
      The "DTSTART" property
      value SHOULD be synchronized with the recurrence rule, if
      specified.  The recurrence set generated with a "DTSTART" property      value not synchronized with the recurrence rule is undefined.

In practice however, all servers/clients handle this in the same way.
